Analyse spatial dynamics of whole andean space on recent period.

The program is working
in accordance with a decentralized scheme thanks to national
teams of scientists (universities and research centres)
and teams of ingeneers of statistics
and census institutes. In every country, a national socioeconomical
atlas was carried out between 1998 and 2000, which results can
be compared for they are based on similar datas (the last national
census of population and settlement), on a same purpose (the study
of national structures et dynamics) and on a same method of datas
and cartography processing.
The
Permanent Atlas of Andean Area is
the result of the integration of theses works from national teams
at the prospect to evaluate the territory made up of the Andean
Communauty (Venezuela, Colombia, Equator, Peru and Bolivia). In
this intensification period of integration process, while the
countries try to valorize their comparative, it appears all the
more necessary to know the spatial realities, its diversity and
its complementarities on which support the foundations of sustainable
development policies.
Study
area :
The five countries of the
Andean Communauty - Venezuela - Colombia
- Equator - Peru - Bolivia, on the base of the finest data
scale (respectively municipe, parish, district and canton of census),
and using common indicators chosen in the last census of population
and settlement.

Objectives :
Direct
support for elaboration of sustainable development policies
The next census of population
and settlement will give an opportunity to integrate the spatial
approach in the national institutes of statistics, to allow accurate
studies on spatial evolution in andean
countries and their integration, and so, to contribute
to elaborate sustainable development policies on base of regional
development.
The territory
as an integration component in the study of complex systems
The REDANDA project,
based on the methodological experiences developped at european
scale and on the knowledges of a partners
network, will insist more particulary on :
- Multiscale comparisons : from
andean area villages to national spaces.
- Studies of spatial and temporal
dynamics with the compilation of the 1980, 1990 et 2001 census.
- Accurate analysis of migratory process
as element of territorial system regulation.
- Improvement of socioeconomical synthetical
indicators with the purpose to integrate them in the territorial
and resources management systems.
The development of specific
tools to manage such systems
This program takes
back the process at the origin of the ORELLANA
project, in the identification and the analysis of andean spatial
structures as well as in the underlying
common methodology (spatial multiscale data processing,
statistical cartography, modelisation).
This program takes
benefit of the overhangs in term of
homogeneity of datas (basis definition, common concepts
and common indicators) which will take effect at the time of next
census in the CAN countries, thanks to the seminary which took
place in Lima (Peru) from 8 to 10 march 2000 (text to download:

It will take benefit
too of overhangs on methodological level thanks to
the originality of the methods of economical geography and
of spatial analysis developped in Europe.
Work schedule :
The program consists
of three phases :
- A phase of two years (2001-2002)
made up of teaching programs and seminaries
on the themes of spatial analysis, with the purpose to
integrate theses practises in the countries institutes of the
CAN area;
- A phase of synchronized
processing of the census datas (2002-2003) ;
- A phase of information's
enhance value
by seminaries, paper and electronical publications (2003
2004).
